"In reference to the notice requiring
the subject of the Land tenures in this Colony, I beg respectfully to offer the following remarks
The high price at which Land is and has been purchased at the Crown sales, and
consequently the rate at which it is held by the tenant is the primary source of the sorb complained of; and I would submit for your consideration the feasibility and propriety with which the following suggestions might be adopted,
That, as the local Government fix the upset price at which the Crown lands are sold at such a price as it deems fair
